As part of Illinois’ state-wide initiative to upgrade railroad infrastructure, several crossings were reconstructed to improve safety and reduce traffic congestion. Among the projects slated for construction was the East Main Street Underpass, later known as the Rev. Jon A. Sibley Sr. Underpass. The project outlined the erection of a decorative three-track underpass bridge, comprised of steel girders, precast pier caps, and prestressed concrete fascia girders, that would welcome travelers to the downtown business district.
